RICHMOND — Madison County School District will begin a new school year with some changes to the district-level administration.

Former Elementary Supervisor Marvin Welch has been promoted to assistant superintendent and chief operating officer for the district.

Former Madison Central High School Principal Gina Lakes was hired as professional development coordinator.

Randy Neeley, formerly the principal of White Hall Elementary, was hired as director of pupil personnel, and Mendy Mills, an elementary school principal for Waco Elementary School, was hired as instructional supervisor.

Amy Ramage was hired as district assessment coordinator. She comes from Muhlenburg County where she was assistant principal for Muhlenburg County High School.

All new hires were effective July 1.

Interviewing for these positions took place in May and June, according to Erin Stewart, spokesperson and community education director for Madison County Schools.

“As with any education position, job openings have to be posted for 30 days before the superintendent can recommend a person for the position,” she said. “The district’s goal with hiring for any position is to continue to build on the leadership standard in place.”

Several of the openings were created after the retirement of the previous person holding the position, including the retirement of Assistant Superintendent Paul Baker, Director of Districtwide Service Steve Gamble and Gifted and Talented Coordinator Vickie Moberly.

“Paul Baker’s retirement opened a position for an assistant superintendent and a director of pupil personnel,” Stewart said. “Mr. Baker’s responsibility, as with Steve Gamble’s responsibilities, were divided into two positions — Chief Operating Officer and Director of Pupil Personnel.”

A vacancy for an instructional supervisor was created when Welch moved to chief operating officer. Director of professional development is a new position, but will take the place of gifted and talented coordinator.

“The district assessment coordinator position is currently filled by Marsha Maupin, but will be vacant as of Sept. 1 when Ms. Maupin retires,” Stewart said. “The position was filled early for transition purposes.”

Madison Central High School and Waco Elementary School are interviewing candidates and soon will be making their principal selections.

School principals are hired by each individual school’s site-based council.

Neeley will be replaced by new White Hall Elementary School Principal Chris Young, who previously served as assistant principal at Madison Central High School.

Larry Barton, former assistant principal at Clark-Moores Middle School, was hired to serve as the school’s principal after the resignation of former principal Kevin Combs.

Young and Barton began their duties as principals Thursday, July 1.
