Charles Herbert “Shorty” Taylor, 72, of Richmond, husband of Joyce Welch Taylor, passed away Monday, October 26, 2009.

He was born September 17, 1937, in Laurel County to the late Reed and Irene Noland Taylor.

Mr. Taylor was a retired captain of the Richmond Fire Department and also was retired from the street department for the city of Richmond and was a member of Grace Chapel Wesleyan Church.

In addition to his wife, he is survived by: four sons, Jimmy (Naomi) Taylor, Johnny Taylor, Tommy (Tina) Taylor and Billy Taylor; one daughter, Betty (Kenny) Smallwood; two brothers, Jim (Jane) Taylor and William (Tammy) Taylor; two sisters, Wilma (Sammy) Grant and Lucy (James) Lucas; one stepson, Billy Taylor; four step-daughters, Diane (Don) Marks, Rhonda Guntzviller, Robin Long and Tina Taylor; 12 grandchildren; and two great-grandchildren.

In addition to his parents, he was preceded in death by: his sister, Ruth Williams of Lexington.

Funeral services will be at 2 p.m., Thursday, October 29, 2009, at Grace Chapel Wesleyan Church, 136 Aspen Ave., Richmond, with the Rev. Tommy Masters and the Rev. Owen Moody officiating. Burial will follow in Richmond Cemetery. Visitation will be from 5 to 9 p.m., Wednesday at the church.

Pallbearers will be the officers of the City of Richmond Fire Department. Honorary pallbearers will be employees of the City of Richmond Street Department.
