Work-release inmate indicted on escape charge

RICHMOND — A man who walked away from work release in Berea and remained missing for three and a half months was indicted Wednesday on a charge of second-degree escape.

Christopher Northern, 36, also was indicted as a first-degree persistent offender. The designation increases his escape charge to a Class B felony, which is punishable by 10 to 20 years in prison.

Northern was working for the Berea City Street Department when he was last seen on the job Aug. 30.

The U.S. Marshals Service apprehended Northern on Dec. 17.

Northern originally was arrested Jan. 27 and charged with four counts of second-degree possession of a forged instrument, receiving stolen property (under $10,000) and probation violations for a felony offense, according to online jail records.

At the time of his escape, he was not considered a threat to the public, according to the Berea Police Department.

Other indictments:

• Eltron Bailey, second-degree escape, tampering with a prisoner device and second-degree persistent felony offender. Bailey and his twin brother, Elton, are both already under indictment for attempted murder in a shooting last year on East Main Street. Elton was out on bond when the shooting occurred, according to Richmond police.

• David L. Harrison, theft by unlawful taking and two counts of theft by deception. Harrison is accused of taking property valued at less than $10,000 from the Waco Fire Department, according to the indictment. The alleged theft began in October and continued until Nov. 9, the indictment stated.

• Deriek Shelton, first-degree possession of a controlled substance-oxycodone (second offense). Shelton pleaded guilty Thursday in Madison Circuit Court, and the commonwealth’s attorney’s office recommended a sentence of two years diverted for two years if he has no further violations of the law.

• Kevin R. Tate, first-degree possession of a controlled substance (oxycodone), third-degree possession of a controlled substance (alprazolam), possession of drug paraphernalia and public intoxication.

• Kimberly Croucher, second-degree escape, tampering with a prisoner monitoring device and second-degree criminal mischief.

• Adam S. Castle, two counts of flagrant nonsupport.

• Chasity B. Thomas, first-degree promoting contraband, first-degree possession of a controlled substance (methamphetamine), tampering with physical evidence, possession of drug paraphernalia.

• Justin A. Endricks, theft by unlawful taking.

An indictment is a formal statement of charges and does not imply guilt, only that grand jurors believe the state has enough evidence to prosecute.

    The Madison County Veterans Association, which includes a number of local veterans’ organizations, will be hosting two Memorial Day ceremonies Monday.
    The first will take place at the Richmond Cemetery near the flagpole at 10 a.m., and the second will follow at noon in Madison County Memorial Gardens on Berea Road.
    Everett King of the American Legion, which is coordinating this year’s events, said U.S. Rep. Andy Barr, R-Sixth District, will be present at the morning ceremony.
    Every year the Memorial Day event has a theme. Last year’s theme was honoring Vietnam veterans, King said, while this year’s theme is honoring all American soldiers.
