RICHMOND — Ambulance board to set tax rates Thursday

The Madison County Ambulance Board will meet at 2 p.m. Thursday to set its property and motor vehicle tax rates for the year. The meeting will be at the Madison County EMS headquarters on South Keeneland Drive.

Retired teachers to meet Sept. 12

The Madison County Retired Teachers’ Association will meet at 11:30 a.m. Sept. 12 at First Christian Church of Richmond. Bring a salad or sandwiches for the potluck lunch. Dessert will be provided.

The program will feature new retirees as well as Jennifer Webb from the Madison County Agency for Substance Abuse.

Foreign land owners must report holdings, transactions to U.S. Secretary of Agriculture

Foreign investors who buy, sell or hold a direct or indirect interest in U.S. agricultural land are required to report their holdings and transactions to the U.S. Secretary of Agriculture, in accordance with the Agricultural Foreign Investment Disclosure Act (AFIDA) of 1978.

Agricultural land refers to land used for crop production, grazing use, orchards, vineyards, timber production, etc. Foreign investors who buy, sell or hold a direct or indirect interest in U.S. agricultural land must file a report (form FSA-153). A foreign person is any individual who is not a U.S. citizen, an entity that is a foreign government, an entity formed under the laws of a foreign government or an entity formed under a U.S. law in which a foreign person has a reportable direct or indirect interest.

A reportable interest is an interest held by a foreign person in agricultural land as a direct landowner, a direct holder  of a leasehold interest for 10 years or more or an indirect interest. Failure to timely file an accurate report can result in a penalty, with fines up to 25 percent of the fair market value of the land. Persons who possess Permanent Resident cards (also known as I-551 or green cards) are not required to report under the AFIDA.

 The USDA Farm Service Agency has been designated to collect the AFIDA reports. Completed forms must be returned to the FSA county office where the land is located, or where the programs are administered.   • Madison County veterans to host Memorial Day ceremonies

    The Madison County Veterans Association, which includes a number of local veterans’ organizations, will be hosting two Memorial Day ceremonies Monday.
    The first will take place at the Richmond Cemetery near the flagpole at 10 a.m., and the second will follow at noon in Madison County Memorial Gardens on Berea Road.
    Everett King of the American Legion, which is coordinating this year’s events, said U.S. Rep. Andy Barr, R-Sixth District, will be present at the morning ceremony.
    Every year the Memorial Day event has a theme. Last year’s theme was honoring Vietnam veterans, King said, while this year’s theme is honoring all American soldiers.

    The Kirksville Community Center was packed with artists and craft lovers Saturday for the Spring Gathering craft/vendor fair.
    Many talented local and regional crafters were set up for the event.
    One of the youngest was Laisha Gaines, a 10-year-old from Georgetown, who was selling homemade crafts with her grandmother, Jayne Gaines of Paris. Gaines said she started crafting with Laisha when she was only 3.
    Laisha has now taken up most of her grandmother's stand with her creations, from wooden owls to beaded jewelry to small quilted items that are quirky and cute.
