RICHMOND —
All full-time employees in Madison County Schools will be given a one percent bonus, receiving a minimum of $150 and a maximum of $600.
The bonus was approved 3-0 Thursday night by the Madison County Board of Education.
Board member John Lackey abstained from voting. Doug Whitlock was not present.
Madison County Schools receives non-recurrent funds in areas such as franchise taxes, truck taxes and utility taxes.
A Berea business chose to pay their utility tax all at once, which combined with other non-recurrent funds, gave the district an extra $700,000 in its general fund.
The district chose to suggest to the board that they use part of that money for an across-the-board bonus, said Tommy Floyd, superintendent of Madison County Schools.
The money became available on June 28.
“It’s unusual to get that much in utility tax,” Floyd said. “As soon as we realized we were in this position we set aside the funds for staff members. This is our way of providing a one-time bonus to staff for services rendered.”
Employees will receive half of the bonus in January and the other half in May.
Board members were presented with two options. The first stated that all full-time certified workers would receive a 1 percent bonus for 187 days of base pay and all classified employees a 1 percent bonus of their total salary. The minimum was $100 and the maximum $600.
The second option raised the minimum to $150.
Lackey said he felt other options would be better.
He suggested that the bonus only be given to lower income employees and that anyone making more than $60,000 be excluded from the bonus.
“I’m not comfortable giving the money away to people who are high-income earners,” he said.
Board member Betsy Bohannon said the point of the bonus was to reward all employees.
“I think the overall message here is that everyone on our staff is a valuable member of our team,” she said.
Lackey countered by suggesting that the board give every employee the same amount of bonus. He said that a $300 bonus for everyone would be better than a percent bonus based on salary.
Becky Coyle made a motion to accept option two and it was seconded by Mona Isaacs.
Lackey said he felt option two was the best of the two options, but preferred one of his suggestions and chose not to vote.
Board approves Floyd’s contract
In previous meetings, the board has indicated that it wanted to extend the contract of superintendent Tommy Floyd for four years.
The contract could not be approved until July.
It passed at Thursday’s meeting, 4-0.
The contract runs from July 1, 2012, to June 30, 2016.
In April, Floyd was given a raise of 11.7 percent, boosting his salary from about $138,000 to about $155,000.
Floyd has been the superintendent since 2008 and began working for Madison County Schools in 2006.

Grand jury indicts men in double-murder
Two men accused of killing a Richmond couple for money and then hiding their bodies in graves along Tates Creek Road were indicted Wednesday on capital charges by a Madison grand jury.
Matthew Denholm, 27, and Daniel Keene, 26, were both indicted on two counts each of murder, kidnapping and abuse of a corpse charges. They also were each indicted on tampering with physical evidence and first-degree burglary charges.
The indictments were returned around 2 p.m. and read by Judge Jean C. Logue. Commonwealth’s Attorney David Smith said he expected Denholm and Keene would be arraigned in Madison Circuit Court in mid-June. -
4 whooping cough cases confirmed
Four cases of whooping cough have been confirmed in Madison County as of Wednesday, according to local health department officials.
Whooping cough, or pertussis, may start out with symptoms similar to a cold (runny nose and mild cough), but after one to two weeks develops into a severe cough. -
