RICHMOND — When Richmond Police responded to the report of a disturbance in the Kroger parking lot at 8:45 p.m. Tuesday, the found two men holding a woman on the ground in the parking lot, according to Police Chief Larry Brock.
The men turned out to be Kroger employees who were detaining a Floyd County woman, Kelly R. Key, 24, of Allen, Ky., for robbery following a shoplifting incident at Kroger.
The employees told police they had observed Key take a $7.99 bottle of nail polish and leave the store without paying, Brock said.
