RICHMOND —
A McDougal Drive resident fired a shot and held a man at gunpoint Thursday who is suspected of breaking into the resident’s vehicle.
Johnny G. Richardson, 38, and his twin brother, William R. Richardson, were cited for receiving stolen property (under $500) and released after the incident, according to an RPD news release.
Officers were sent Thursday to the 100 block of South Killarney Lane after receiving a report of shots fired. When they arrived, they found Johnny Richardson being held at gunpoint.
The resident told police he had caught Richardson rummaging through his vehicle. He fired a shot into the ground to “encourage” Richardson to stay until police arrived, the release stated.
William Richardson then came to the scene, and police detained both brothers.
“It was subsequently determined that the two had been entering and rummaging through parked vehicles on High Street, in Argyll subdivision, on McDougal Drive and on South Killarney Lane,” the release stated. “They were removing change and other small items from the vehicles.”
Officers searched the brothers’ resident and found two iPods, about $10 in change, a Lexar thumb drive, a personal check belonging to someone else and cigarettes.
House Bill 463, which was passed by the state General Assembly in 2011, allows police officers to cite and release a person for certain misdemeanor offenses if he doesn’t pose a danger to himself or others, and the officer has a reasonable belief the person will appear for his court date.
The bill was passed in an attempt to alleviate overcrowding in county jails.
