Welfare check leads to charge of child endangerment

RICHMOND — Richmond police officers were dispatched Thursday to a Rice Court residence to provide assistance to a social worker conducting a home visit.

When they arrived, officers said they found Carrie D. Means, 28, under the influence of an intoxicant other than alcohol “to the level of being unable to care for two minor children (ages three and 11) in the home under her care,” according to a news release from Police Chief Larry Brock.

Means was arrested and her children were released to an adult relative.

She was charged with endangering the welfare of a minor and lodged in the Madison County Detention Center where she received two new charges – first-degree promoting contraband and tampering with physical evidence, according to jail records. She remained jailed Friday on a $5,000 cash bond.

Also on Thursday, police charged a Waco man, Charles O. Rose, 38, of Cedar Cliff Road, in connection with thefts that occurred in 2007 and 2011, the news release stated.

In December 2007, a warrant was issued for Rose’s arrest after a Richmond police filed a complaint alleging Rose had misappropriated $566.81 in cash and goods from his employer, S&P Carpets.

In October 2011, another warrant was issued after police filed a complaint alleging Rose bilked a local resident out of $513 by taking money to instal an HVAC system and never completed the job, according to the release.

Both warrants were served on Rose, who was jailed on unrelated charges.

He was charged with theft by unlawful taking and theft by failure to make required disposition, both felonies, the release stated.

Bond was set at $1,000, but he was being held on parole violation and ineligible for bond, according to jail records.
