Rita Smart, who will be the one new member of the Richmond City Commission, and incumbent Robert Blythe, congratulate each other Tuesday night at the Madison County Courthouse. Smart was the top vote getter in the race with 17.34 percent and Blythe was second with 15.55 percent.
